In the video from Gameinformer they say the wanted the game to "feel more polished and more fluid". According to another developer in the game "augmentations are bad". Making an apartheid regime ruling over people. According to the developers Adam Jensen, the main character, feels responsible for the current state of things. They're trying to ask ethical questions people ask themselves daily.
